The first question.
Do you need to download it? -No, you can play via ingame only, however you miss real time planning and coordination. You miss out on the social aspect of the game (yes and the trolling) and it does make it is more time consuming for the planners ingaming and waiting for replies, however it will never be held against you as a player as all players are valuable and needed for a succuessful country.

On the left Menu bar - Country - Chat (click on it)

You can use the programme via the browser or download the app.(https://desktop.telegram.org/)

Follow instructions and it will take you straight to your country chat room.
OTHER ROOMS: 
- TLKNews 
- TLK General Chat - Here it gives you the opportunity to ask a Mod or Games developer for help or clarification on any rules etc. 
- TLKBot (This is not a room but a private message between you and the game bot wich gives you a few extra options to use to make easier mobile phone play) such as: 
/m (to move to a bordering city that your country already governs. 
/map (to see the map) 
/map "city name" (to see exactly where that city is on the the map)

Depending on what you have set up or what you have ticked in the game CHAT option you can use: 
/s pvp (which pings everyone who has allowed it that there is potential chance of PVP'ing 
/s SF (which pings everyone who has allowed it that there are SF's about to happen) 
/s next (which pings everyone who has allowed it to join the next SF.
